There is the Commodore Assembler for PET and I think there is a version
for the 64 as well.

It uses the Basic editor with some small hooks, and iirc it assembles
from disk file to disk file.o

There is also MAE (Macro Assembler/Editor) which exists also for PET and
64.

The "PET Assembler Disk 01" from
http://www.theoldcomputer.com/roms/index.php?folder=Commodore/PET/Compilations
looks promising (but I didn't check it).  Also, the MAE.d64 disk from
the Pbe.zip file at http://vintagecomputer.net/commodore/64/baltissen/
looks good :-)

For the 64 there are many assemblers; a popular one is "Turbo Assembler"
(aka turbo ass, t-ass, etc). Somebody make a website that tries to have
an overview of all different versions (http://turbo.style64.org/), since
many people hacked on it. You can find some here:
