As far as I know, all Commodore 64 are equipped with Basic V2 using
English-like keywords. There are some homemade hacks to translate the
keywords to other languages but those are mostly for fun. Imagine the
trouble trying to type in a listing where keywords are listed in a
foreign language.

In Europe there were some keyboard variations. Some were inofficial
hacks while others were modified by the importer with Commodore's
good knowledge. It would involve replacing keycaps, Kernel and Char
ROMs. However I doubt there ever was an official French layout.

As a side note, I'm not even sure French Canadians and other French
speaking people in North America use the AZERTY layout as found in
France.

You made a brief mention to GEOS as well. I've never been into GEOS,
and it may be possible there exists language packs for that one, but
since it is not the native operating system of a C64 anyway, it has
less importance in this matter.
