I didn;t see an easy solution either, since ROMs don't typically have a 
write line, and 24 pin EPROMs do not map in enough address space to use 
the "handshake protocol" for FLASH.

As my goal does not require in circuit programming, and cost is an 
object, I figured I'd just make an adapter to program them out of 
circuit, but if there's a way to make in in circuit programmable without 
adding a lot of logic, I'm eager to hear.
