Pins 9 and 10 are -EXROM and -I/O2 on the C64. It should be safe
to short them, but strange things could happen when accessing $df00..$dfff.
The picture also shows that pin 8 (-GAME) is shorted to ground to activate
UltiMax mode on the C64.
