You have IMHO. A C64 schematic can tell you the function of each pin. So you can check if +5V and GND are connected to the right pins. If not, you already have a big problem because this means it aren't joystick ports at all. Knowing the functions, you can look up in the C116 schematic to what pin of the TED it should be connected. 

Same for the cassetteport: it should be connected to the CPU. So you can see if the IC on the board is or should be a 7501.

Correct. And if the program, and certainly the found text, make sense, the used address and data lines are not swapped.
