Remember that the C116 was the base of the other computers, so I would go for this one. 

Notice the D-connectors on the right, this would indeed mean that this is a prototype, or rather just a test machine as as all the other TED machine used this PS/2 alike connectors (IIRC). These connectors give you a good start anyway; you can use the pinouts of a C64. The EPROMs can tell you what the address and data lines are of the unknown CPU. But read the contents of the EPROM first to find out if they didn't swap data or address lines on purpose. I don't think so, but you never know.

The cassette port is another give-away of course.
