The drive is not resetting.  When the drive powers up, the drive starts 
running.  When the CPU and interfaces are reset and initialized, the drive 
is turned off.  Your drive is not getting that far, if it does anything at 
all.

Start by checking the reset pin on the CPU with an oscilloscope or logic 
probe.  If that works, check the reset on the interfaces.
