Isn't that simply what happens if you don't have an index document,
and the server or directory configuration denies autoindex (often
an empty directory listing)? If so, by placing an empty zero byte
file called index.html or whichever file ending your server accepts
as the default, the visitor will get a blank page instead of an error.
On the other hand, it could be just as confusing.. :-)
