I don't know about the rest of your questions, but I see IEEE-488
interface cards for sale on ebay all the time.  If you're patient and
don't get caught up in 'bidding frenzy' you should be able to get one
at a reasonable cost.  Most of them are older National Instruments cards
for which you can get the drivers and manual off their web site.
