I do not see your problem. This is possible even without an extra bit:
If the end of the interpreted o65 file (that is, after the end of the
exported globals list) is not the end of the file, assume there is
another o65 file following. Very simple, very effective.

Make this implementation-dependant. If one platform has enough resources
to handle suche cross-references (for example, the platform is not the
target itself, but a more powerfull machine), then it can do so. If not,
this is not allowed.
