No.  The legs of the chip go through the circuit board, don't they?
Surface mounted means that the component is mounted to the surface of the
circuit board, without any holes on the board.  The Action Replay V
cartridge has a surface-mounted 32k PROM.  It's the only C64-related
device I have seen that has surface-mounted chips.
