I have the C128 service manual (preliminary, August 1985 PN-314001-07),
page 30 of which is about the 8701 Clock Generator. The pin assignment is
as follows:

       NC 1   16 NC
      Vss 2   15 Vdd
       NC 3   14 XTL IN
       NC 4   13 XTL OUT
    RESET 5   12 Vdd
  phi DOT 6   11 NC
     /PAL 7   10 NC
phi COLOR 8    9 Vss

The sheet could be scanned in, but as it's a photocopy the quality would
not be brilliant.
